PUBLISHED ONAugust 28, 2026 6:00 AMBYSean LerFollowing their respective pilot in Tampines, the Mediation Direction framework and Community Relations Unit (CRU) will be extended nationwide from Sept 1, the Ministry of Culture, Community and Youth (MCCY), Ministry of Law (MinLaw) and Ministry of National Development (MND) announced on Friday (Aug 28).
"Residents across Singapore will have stronger support to resolve neighbour disputes more effectively and at an earlier stage through mediation," the three ministries said in a joint press release.
The CRU was set up to deal with severe cases of neighbour disputes involving noise and hoarding, where attempts by neighbours and agencies to resolve the dispute have not been successful.
It is empowered to investigate and intervene where appropriate.
In an interview with the media in August 2024, then-Municipal Services Office senior director of operations Yap Yeow Chern said the unit utilises technology to investigate and abate severe neighbour noise nuisances.
Meanwhile, the Mediation Direction framework brings disputing neighbours together and facilitate constructive dialogue before disagreements escalate.
Mediation directions are orders that require disputing neighbours to attend mediation at the Community Mediation Centre (CMC), and these orders are backed by law and must be complied with.
Expanding the Mediation Direction framework and CRU nationwide mean that residents involved in disagreements can be directed to attend mediation early to resolve their differences amicably, the ministries explained.
The ministries said they have found — through the Tampines pilot — that early intervention, directed mediation at the CMC, and targeted action by the CRU can work together to resolve disputes more effectively.
From Sept 1, HDB and People's Association (PA) will be authorised to issue Mediation Directions in public housing estates.
PA will also be authorised to issue such directions in private housing estates.
Parties who reach a settlement after community mediation can register their settlement agreement as a Community Disputes Resolution Tribunals (CDRT) order with the consent of both parties, the ministries said.
Such settlements reached through mediation are recognised by CDRT, enabling simpler and faster enforcement if needed, they added.
And while CRU officers have legal powers to take statements from disputing neighbours and other individuals who may assist with investigations, issue warnings and abatement orders, the ministries emphasised that good neighbourly relations cannot be legislated or enforced into existence.
"The first and best response to neighbour disputes remains direct communication, mutual understanding, and mediation."
For this reason, the ministries stressed that CRU intervention will only take place for the most severe neighbour noise cases, after neighbours and agencies have exhausted other avenues to resolve the dispute, or if the circumstances warrant such intervention.
The ministries said that this will also ensure that CRU resources are directed where they are most needed.
They also noted from the CRU's involvement in nine neighbour noise cases that severe neighbour noise can involve different underlying factors and require different intervention.
"Ultimately, building harmonious neighbourhoods is a shared responsibility. Strong communities are built when neighbours treat one another with consideration, respect, and understanding; and when neighbours come together early and resolve their differences in an amicable manner," MCCY, MinLaw and MND said.
